When you post on New Topic, at the bottom it will say "Add a Poll", enter the poll question, and then the options (answers), after you enter the option, make sure you click the button that says "Add Option".

After you finished adding your options, hit submit and it should work. For the amount of days, just leave it at 0 and it will stay forever.
